Caracas is the most expensive expat place to live worldwide. Caracas’s cost of living in US Dollars can vary greatly depending on the exchange rate selected (very expensive using the official exchange rate but very cheap using the black market rate).

The second costliest expat city  is the capital of oil-rich Angola, Luanda, due to the extremely high cost of maintaining a secure, expatriate standard of living mainly as a result of scarcity as well as the cost of importing most goods.

Hong Kong is the third most expensive city for expats. The past year has seen prices rise in Hong Kong, in US Dollar term as a result of its currency being pegged to the US dollar. The major factor contributing to Hong Kong being so expensive is that demand has long exceeded the supply of housing.
